A new Community Incentive Scheme (CIS) has been launched to support cross border river catchment improvement projects in rivers Finn, Arney, and Blackwater. The project is being managed by CatchmentCARE, a €14m project funded under the European Union’s INTERREG VA Programme which aims to improve freshwater quality in river basins.Project funding will be available through the CIS to support communities who are interested in looking after their local river systems and associated lakes. Speaking about the scheme, Project Manager Con McLaughlin said: “The Community Incentive Scheme has been designed to help local communities contribute to the improved management of their river catchments and is open to a wide variety of organisations including volunteer groups, community groups and NGOs, schools and third-level education organisations, youth groups and sports clubs, not for profit organisations and farming groups.”Funding of up to €25,000 is available to help connect communities with their local rivers; examples of the kind of projects considered for support will include wildlife sightings, biodiversity protection, pollution watch, community litter awareness campaigns, community river walks, interpretation/signage/display material and education materials/resources.Con continued: “We have Project Catchment Officers in the Finn, Arney, and Blackwater Catchments who can help groups to develop their project ideas and proposals for submission for funding under the scheme.”The closing date for the current round of funding is 4pm on Friday 4th October 2019. Dan Cohen AUTHOR The New Jersey General Assembly on Thursday approved a measure requiring a state official to intervene when potential land use conflicts between military installations and their neighbors arise, sending the legislation to the governor’s desk.“The goal of this legislation is to ensure that communities surrounding installations and members of the military on the bases don’t run into conflict simply because of a lapse in communication,” Assemblyman Bob Andrzejczak (D) said in a press release. “Giving both commanders and government officials a seat at the table during the planning process can help resolve any existing land use problems and avoid future conflicts altogether,” he said.The bill, A-2518, requires the state military and defense economic ombudsman to communicate with installation commanders and representatives of the state, counties and municipalities to minimize land use conflicts between installations and local governments’ planning units.The state created the ombudsman position last November to coordinate efforts to advocate on behalf of the state’s military installations ahead of federal budget cuts or a future BRAC round. Establishing the ombudsman position was one of the recommendations of the New Jersey Military Installation Growth and Development Task Force, which was created by Gov. Chris Christie (R).The measure also requires the land use plan component of municipal master plans to show the locations of military facilities and to incorporate strategies to avoid potential conflicts.“The insights of commanders can go a long way toward avoiding conflicts with neighboring communities,” said Assemblyman Bruce Land (D), who sponsored the bill with Andrzejczak.The measure passed both houses of the Legislature unanimously.

Photo: Saiful IslamAn agreement by Bangladesh and Myanmar to begin repatriation of Rohingya refugees by 23 January 2018, creates an impossible timetable for safe and voluntary returns, says Human Rights Watch.The rights body recommended shelving it, sending a letter to the two governments.The HRW suggests, international donors, who would be needed to fund the massive repatriation effort, should insist that Myanmar and Bangladesh invite the United Nations High Commissioner for Refugees (UNHCR) to join in drafting a new tripartite agreement that ensures adherence to international standards.Since late August 2017, more than 645,000 ethnic Rohingya have fled a campaign of ethnic cleansing by Myanmar’s security forces and sought asylum in Bangladesh.HRW said it had interviewed more than 200 of the refugees. “Many said that they wish to eventually return home, but that they do not believe it is safe to return to Myanmar for the foreseeable future and until their security, land, and livelihoods can be ensured,” the rights group pointed out.“Myanmar has yet to end its military abuses against the Rohingya, let alone create conditions that would allow them to return home safely,” said Bill Frelick, HRW’s refugee rights director.“This agreement looks more like a public relations effort by Burma (Myanmar) to quickly close this ugly chapter than a serious effort to restore the rights of Rohingya and allow them to voluntarily return in safety and dignity.”On 23 November, Bangladesh and Myanmar signed an “Arrangement on Return of Displaced Persons from Rakhine State” on behalf of “residents of Rakhine state” who crossed from Myanmar into Bangladesh after 9 October 2016 and 25 August 2017.HRW mentioned that the agreement makes no reference to the cause of most of the forced displacement: a campaign of killings , widespread rape, and mass arson carried out by Burmese security forces that amounted to crimes against humanity.“The agreement also fails to identify the displaced either as Rohingya or as refugees,” the right body added.It maintained that voluntary repatriation in safety and dignity as required by international law will not be feasible until the Myanmar government demonstrates its willingness and ability to ensure full respect for returnees’ human rights, equal access to nationality, and security.The agreement expresses Myanmar’s commitment to “take necessary measures to halt the outflow of Myanmar residents to Bangladesh” – which raises grave concerns since everyone has a right to flee persecution in their own country, the HRW said.The agreement also makes no direct reference to non-refoulement, the principle of international refugee law that prohibits the forcible return of refugees to places where their lives or freedom would be threatened, it further said.And, it added, the agreement restricts returnees’ freedom of movement to Rakhine State in “conformity with existing laws and regulations,” many of which discriminate against the Rohingya.HRW pointed out that several Burmese officials have spoken about putting Rohingya in “camps.” “This would be an unacceptable approach to their return as camps set up after previous anti-Rohingya violence have led to de facto detention and segregation,” HRW said.It mentioned that while the agreement says that Bangladesh will immediately seek assistance from UNHCR to carry out safe and voluntary returns, Myanmar agrees only “that the services of the UNHCR could be drawn upon as needed and at the appropriate time.”“After the widespread atrocities, safe and voluntary return of Rohingya will require international monitors on the ground in Burma,” Frelick said. “This means a central role for the UNHCR, the only UN agency with a statutory mandate to facilitate the voluntary repatriation of refugees.”HRW recommended that given the critical flaws in the agreement, Burma and Bangladesh should invite UNHCR to join in the drafting of a new tripartite agreement.

ReutersBangladesh has failed to persuade aid agencies to sign up to its plan to move 100,000 Rohingya refugees to a remote island in June, internal documents show, amid fears they could be trapped there at the mercy of cyclones, floods and human traffickers.Hundreds of thousands of Rohingyas from neighbouring Myanmar are living in crowded camps in Cox’s Bazar district where they are threatened by flooding, disease and landslides with the monsoon season scheduled to start in the coming weeks.The government of Bangladesh has for months been developing Bhasan Char island as an alternative location. However it has not allowed aid agencies to view conditions, and officials failed during a 4 April briefing to convince them it was safe.The Inter Sector Coordination Group (ISCG), which oversees the camps in Cox’s Bazar under the leadership of the humanitarian agencies’ Strategic Executive Group (SEG), expressed deep caution about the plan.”Basic questions of the island’s habitability remain unanswered,” the ISCG said in an 10 April paper, which has not previously been made public.”Given the incompleteness of information shared by the government, the SEG should avoid the appearance of premature endorsement of the island as a viable alternative,” it said.About 700,000 refugees have crossed into Bangladesh since Rohingya insurgents attacked state security forces on 25 Aug, sparking a military crackdown. Myanmar has repeatedly rejected evidence that its soldiers targeted civilians.Aid agencies are struggling to accommodate the refugees, and a March assessment by UNHCR said 203,000 people at risk of floods and landslides in the largest camp should be relocated.However, in their 4 April briefing, Bangladesh officials said that “land is very scarce”, and “no suitable land is available nearby” the existing camps.Bhasan Char, which means Floating Island, emerged over the past two decades from sediment built up at the mouth of the Meghna River. The government has budgeted $280 million to turn it into a permanent landmass and a temporary home for refugees.Slides from the government presentation, seen by the Thomson Reuters Foundation, noted that 120 cyclone shelters would be built, along with 13 kilometres (8 miles) of embankments to protect the island from flooding and being washed away.A summary of the 4 April briefing by Canada’s mission to Bangladesh said work was expected to be sufficiently completed by the end of May, and 100,000 refugees brought there in June.In an internal report after the presentation, the United Nations refugee agency, UNHCR, said it remained concerned about whether “proper cyclone and flood preparedness measures” had been put in place, among other risks.”The concentration of a vulnerable population in a restricted environment may lure trafficking networks and extremists to prey on refugees,” said UNHCR.Its report also expressed concern that refugees would not be given a “free and informed choice” to relocate to the island, which might then constitute “arbitrary detention”.The slides – which were presented to humanitarian agencies and diplomats – showed the government is also building office facilities for aid organisations, along with accommodation for refugees and security personnel.Bangladesh has asked the United Nations to “support the relocation” to Bhasan Char, said Fiona MacGregor, a spokeswoman in Cox’s Bazar for the U.N. migration agency IOM.”We are now in discussion over technical details, trying to better understand the conditions,” she said in an email.
